MO- and MT- billing are the two methods how carriers charge users. With MO-billing (Mobile Originating Billing), operators charge for the sent message. In this case, users are billed at the moment when they sent out SMS. With MT-billing (Mobile Terminating Billing), operators charge for the reply-message sent back to the user. In this case, users are billed only when they receive the reply-message (also known as reverse billing).

- The service must be in compliance with Fortumo Terms of Service, Serbian legal acts and good morals.
- The end user price must be clearly stated in the advertisements and instructions of use.
- Service must be provided in a way that no third person gets hurt, offended, belittled or similar, in any way, at any moment, and to completely respect all positive legal provisions, especially the ones of Public Information Act and Advertising Act of Serbia.
- While rendering the service:
- the price must be clearly stated in the media,
- the price must be written in the same size and font color identical to the font of the short code (if advertised on television or printed media),
- the price must be announced every time the short code is announced (if advertised on television or radio)
- if, for any reason, the service can not be provided to the user, the message to the user must state expenses that will be charged to the user in such case.
- Gambling, lottery and donation related services are strictly forbidden.
